Unknown Bird of Prey

This picture is by the water of Lake Simcoe, specifically Kempenfelt Bay.

My husband saw him/her approximately 40 feet from our house, surveying the surroundings.

The picture was taken mid September 2017 in the late afternoon.

I'm not sure what type of bird this is, but this will be posted to our website blog, and I will also post this on our facebook page as one of our facebook followers may also be able to identify it.

My husband also noted that the bird stayed put for at least an hour. The tree is approximately 20 feet away from the water of Kempenfelt Bay. I don’t know if that helps at all for positive identification.

A little difficult to tell from the shot, but given the area, and markings of the feathers and beak ... I would say you found a 1st year Juvenile Bald Eagle.
