Is 1 TBSP white sugar / oz water, a strong enough feed mixture (w/o food colouring of course)?

I just found this recipe for Hummingbird nectar for your feeder ... Mix 1 part sugar with 4 parts water (for example, 1 cup of sugar with 4 cups of water) until the sugar is dissolved.

The Hummingbird is a female.

The males are more colourful.
