Fox being chased by unknown Raptor on the beach

This was captured on a security live cam near Port Burwell, Ontario.

The video shows a fox being chased away from the beach area by a bird of prey.

There are Bald Eagles, Ospreys and many hawks in the area but I'm not sure which this is.

Not a great picture but as you can see the bird has a lot of white markings and white bars under the wings.

Can anyone ID this bird for me?

Thanks for sending this to us. I have also seen Bald Eagles at Port Burwell and also at Port Bruce, but I'm not sure what kind of bird of prey this was, but perhaps one of our readers will know.
